The mission of the Bay-Delta Office (BDO) is to plan facilities and implement actions in the Sacramento-San Joaquin Delta to improve water quality, water supply and reliability, and the ecosystem. The Office develops and maintains computer simulation models to analyze the effects of projects and actions proposed or undertaken by the Department or other agencies.

DWR Initiates Environmental Review Process for Delta Conservation Plan, Announces Delta Actions

DWR has initiated the public process to study the environmental impacts of the Bay Delta Conservation Plan. DWR will prepare a joint Environmental Impact Report/Statement for BDCP in cooperation with the federal lead agencies.

The BDCP’s purpose is to provide for the conservation of at-risk species in the Delta and improve the reliability of the water supply system within a stable regulatory framework. The process is being conducted consistent with state and federal laws that encourage the development of broad habitat conservation plans that protect natural communities in exchange for regulatory assurances.

DWR will serve as the lead agency under California Environmental Quality Act for the environmental studies. The National Marine Fishery Service, U.S. Fish and Wildlife Service and the U.S. Bureau of Reclamation will be the federal lead, co-lead or cooperating agencies.

DWR will host scoping meetings for full public participation in the planning process, and full opportunity to review and comment upon the draft plan, the analyses of it, and of alternative approaches to achieving the same ultimate goal. (03/17/2008)

     

Release of the Supplemental Technical Memorandum to CalSim-II Model Sensitivity Analysis Study, October 2005 Report

DWR Bay-Delta Office completed a sensitivity analysis study for CalSim-II model in 2005 in response to the issues raised in the review of the 2002 “State Water Project Delivery Reliability Report”, and the recommendations in the peer review report sponsored by the CALFED Science Program in December 2003. The report documented the CalSim-II model sensitivity analysis objectives, methodology, and summary of results. A number of selected input parameters that significantly affect the SWP were also discussed in the report to show how the SWP deliveries and other key model outputs relevant to SWP operations respond to the changes in model inputs. In order to further assist SWP contractors and other interested parties to evaluate the impact of model input parameters on SWP deliveries, DWR Bay-Delta Office completed this “Supplemental Technical Memorandum to CalSim-II Model Sensitivity Analysis Study, October 2005” that summarizes sensitivities of SWP deliveries (SWP Delta Delivery, SWP NOD Delivery, and Article 21 Delivery) with respect to a larger subset of input parameters analyzed.”

     

AB1200 Report Available

The Department of Water Resources and Department of Fish and Game has released a report which summarizes progress on evaluations on potential impacts, improvements, and options for fishery and water supply uses of the Sacramento-San Joaquin Delta that have been initiated since passage of AB1200. The report also emphasizes the need to continue evaluations into 2008. (02/28/2008)

Release of Draft State Water Project Reliability Report 2007

The Bay-Delta Office announces the release of The Draft State Water Project Delivery Reliability Report 2007 for public review.  This report updates estimates of the current (2007) and future (2027) State Water Project delivery reliability and incorporates the recent federal court ruling for Delta pumping and potential impacts of future climate changes.  The deadline for comments is March 13, 2008. The Bay-Delta Office announces the release The Delta Overview. The publication provides essential information about the complexity of the Delta and its significance to California. DWR Climate Change Report, July 2006

DWR has released “Progress on Incorporating Climate Change into Management of California’s Water Resources.” This report responds to the Governor’s Executive Order S-3-05 requiring biennial reports on climate change impacts to various areas including water resources. It provides information on potential impacts of selected climate change scenarios to operations of the State Water Project and Central Valley Project, Delta water quality, flood management and evapotranspiration. The technical chapters of this report underwent an external peer review. You may request the report as a hard copy by contacting the Department of Water Resources Publications and Paperwork Management Unit at (916) 653-1097 or imr-publications@water.ca.gov. Reports are $20 each for the first 3 copies and $50 for each additional copy. (07/10/06)

CalSim-II Model Sensitivity Analysis, Technical Memorandum Report

The "CalSim-II Model Sensitivity Analysis, Technical Memorandum Report" is being released by the Department of Water Resources, Bay-Delta Office. The sensitivity analysis study was conducted in response to the comments received during the public review of the 2003 State Water Project Delivery Reliability; and on the recommendations of the CalSim-II peer review expert panel sponsored by the CALFED Science Program in December 2003. This study examines the behavior of the SWP-CVP system performance in response to variations in selected input parameters within CalSim-II. The study report can be used to evaluate the impact of key assumptions on the SWP delivery capability and assist CalSim modelers to prioritize future model development activities based on the sensitivities of input parameters investigated.
